Claremont Foreshore Enhancement Plan

The Claremont Foreshore Enhancement Plan provides a long-term framework for Freshwater Bay, from Mrs Herberts Park to the western extent of Claremont Yacht Club. Its low-lying, narrow estuarine beaches are vulnerable to erosion and inundation, placing infrastructure, public access and amenity at risk. Developed by the Town of Claremont in collaboration with the Department of Biodiversity, Conservation and Attractions (DBCA), the endorsed plan balances foreshore resilience with recreation, accessibility, biodiversity, cultural heritage and local character.

JBA led the landscape planning and concept design, beginning with a detailed analysis of site conditions, policy, opportunities and constraints. Working with the Town, DBCA, Seashore Engineering, Claremont Yacht Club, the community and nominated Whadjuk Noongar knowledge holders, JBA translated technical advice and engagement findings into clear design principles and strategic responses. The resulting plan coordinates sand management, locally native revegetation, improved foreshore connections, accessible paths, amenity nodes, interpretation and public art within a practical staged framework.

The Council-endorsed plan integrates foreshore engineering, ecology, public amenity, access, landscape character and cultural engagement into a holistic outcome. Eight progressive stages provide a practical pathway for implementation as funding becomes available, while prioritising revegetation and resilient infrastructure within an inundation-prone environment. Co-design with nominated Whadjuk Noongar knowledge holders also established cultural protocols for ground-disturbing works and identified opportunities for gathering, ceremony, interpretation and public art, embedding cultural understanding in the foreshore's future.
